大気汚染がひどいぞ、イギリス！：EU最終警告を突きつける (BBC-News, February 15, 2017)
イギリスの大気汚染 (air pollution) が深刻だ｡今年 2017年の年が明けての 5日間、ロンドンは、EU (欧州連合) が定めた大気中の「二酸化窒素 (nitrogen dioxide)」濃度の年間平均規制値 (annual air pollution limit) 40 µg/m3を越えた。さらに、2月に入っても、大気汚染の状況は一向に改善されない。
ついに「European Commission (欧州委員会)」はイギリスに対して「final warning (最終警告)」を突きつけた。二酸化窒素濃度の高い都市は London, Birmingham, Leeds, Glasgow を含む 16地区。加えて、Germany, France, Spain, Italyにも同様の警告が発せられた。
"The commission said if countries did not take action within two months it could take the matter to the European Court of Justice."
"Nitrogen dioxide comes from sources including factories and vehicles, particularly diesel engineers."
[ 欧州委員会が言うことには、警告対象国が今後 2ヶ月以内に何らかの対策を取らない場合には、欧州裁判所に出頭願うことになる。]

EU 加盟国全体で毎年 400,000人が大気汚染のせいで死亡し、また数百万人が呼吸器系疾患 (respiratory disease) や心臓血管疾患 (cardiovascular disease) に罹患している。
"Under EU law when air pollution limits are breached member states have to implement air quality plans to bring the levels back down."
[ EU の法律によると、大気汚染の環境基準値を超えた場合、当該国は、基準値以下にするために環境改善策を実行する義務がある。]
"Friend of the Earth said that it was 'shameful' that the UK had breached the limits and called for new domestic registration to protect people from pollution once it leaves the European Union."
[ 国際環境 NGO「地球の友」が語るところによると、イギリスがこれまでも環境基準値ルールを破り、その上、EU離脱後にはイギリス独自の大気汚染基準値の設定を目指すなど、なんとも恥ずかしいことだ。]
イギリスが、少なくとも現在、EU 加盟国の一員である限り、EU の法を守る「rights and obligations (権利と義務)」が生じるのは当然と、欧州委員会の広報担当官 Mr Alexander Winterstein は言明する。
